I am sorry that you have not had an earlier acknowledgment of your letter to me of the 16th August which I had just before taking a week's leave.
We have now received from the Governor a memorandum on the proposed terms of renewal of the 75 year Crown leases in Hong Kong in the light of the criticisms in the report of the special committee of the Hong Kong Chamber of Commerce. You mention a "despatch from the Colonial Secretary of the 12th July" which you have received through Matheson and Company. If that is a despatch to the Secretary of State from Mr. N.L. Smith, we do not appear yet ourselves to have received it.
Perhaps if you are going to be in reach of London some time soon we might have a talk about it and if possible I would ask Caine to join in.
